For more than 20 years, Holger Neumann has advanced the interests of clients in regulated industries by providing regulatory counsel before government agencies and representation in the administrative courts. He has a deep understanding of clients in regulated industries, in particular telecommunications, technology, aviation, and in environmental law matters. He has been recognized several times by Handelsblatt as one of the "best telecommunication lawyers in Germany."

Holger's recent representations illustrate the breadth of his regulatory practice. He represented telecommunications operators in investigations of the competition authority in numerous proceedings before the German Telecommunications Regulator (BNetzA) concerning price control, interconnection, licensing, and spectrum allocation. He litigated before the highest German Administrative court cases concerning frequency auctions and interconnection rate regulation. He represented satellite operators on frequency assignment issues, including the transfer and regulatory approval of frequency and orbital usage rights, and in litigation concerning these issues. Holger assisted several international providers of telecommunications and OTT services in international projects and advised on regulatory implications of IoT services, including technical regulation of drones and autonomous vehicles. He advises and in some cases litigated on issues of telecommunications services definition and notification obligations, telecommunications privacy and telecommunications data protection, lawful interception, secrecy, and technical security of telecommunications. In aviation law, Holger represents airlines in litigation against airport authorities concerning airport fees. He also advises on the liberalization of the European air transportation sector, advises the association of German airlines, and represents European aeronautical companies in litigation.

Holger is head of the Firm's German Government Regulation Practice and is Administrative Partner of the Frankfurt Office.
