Paul Hines represents clients in complex commercial arbitration and litigation, with a particular focus on disputes with international and transnational aspects. Paul also advises clients on international trade issues, including compliance counseling and investigations.

Paul has represented clients in international arbitrations under ICC, UNCITRAL, ICDR, LCIA, and ICSID rules, as well as in litigation in state and federal courts, and has provided predispute counseling to clients to assist them in resolving disputes before litigation or arbitration becomes necessary. His experience spans a wide range of disputes including contract and treaty-based claims, business torts, claims under federal and state antitrust laws, and claims under foreign laws.

Paul also has advised clients on economic sanctions programs administered by the U.S. Department of Treasury's Office of Foreign Assets Control (OFAC) and the Export Administration Regulations (EAR) administered by the U.S. Department of Commerce's Bureau of Industry and Security. His experience in this area includes providing guidance on a wide range of export and sanctions-related risks in proposed transactions, advising on license applications to federal government agencies, conducting internal investigations, and coordinating voluntary disclosures to government regulators.
