
Former U.S. Attorney Andrew Luger returns to Jones Day in Minneapolis
Andrew M. (Andy) Luger has returned to the Firm's Minneapolis Office as a partner in the Investigations & White Collar Defense Practice. Mr. Luger, who was previously a partner at Jones Day from 2017-2022, served as the United States Attorney for the District of Minnesota from March 2022-January 2025.
"Andy is one of the most accomplished U.S. Attorneys in recent history, having served two stints as the chief federal law enforcement officer for the District of Minnesota, where he was a highly skilled prosecutor and an exceptional leader of legal professionals," said Ted Chung, leader of the Investigations & White Collar Defense Practice. Mr. Luger was appointed by President Obama to serve as U.S. Attorney for Minnesota from February 2014-March 2017 and then was appointed by President Biden to serve in the same role for the past three years. During these two tenures, he supervised large-scale, complex white collar cases, including a number of high-profile prosecutions for corporate embezzlement and trade secret matters—as well as criminal cases related to violent extremism and hate crimes, human trafficking, and gang-related activities.

In March 2022, Mr. Luger was appointed by Attorney General Merrick Garland to serve as one of 15 members of the Attorney General's Advisory Committee (AGAC). In this role, he met regularly with Department of Justice leadership to provide insight and advice on department policy, and was chair of the AGAC Subcommittee on Violent Crime, developing violent crime strategies and policies for U.S. Attorneys nationwide. Under Mr. Luger's direction, the Minnesota U.S. Attorney's Office prosecuted more than 100 gang members utilizing federal racketeering and related laws. He also oversaw the prosecution of 70 defendants in the Feeding Our Future scandal, a case that involved defendants defrauding the government of more than $250 million in child-feeding programs during the COVID-19 pandemic, a case described by the Department of Justice as the largest COVID fraud case in the United States.
At Jones Day, Mr. Luger joins a team of lawyers worldwide who have helped clients with many of the most significant U.S. and cross-border investigations and white-collar criminal defense matters in recent decades. He will work with a global team of experienced lawyers to defend companies and individuals in connection with investigations and enforcement actions brought by federal and state authorities, to conduct internal investigations and compliance reviews, and to advise clients on a wide range of regulatory issues.
Mr. Luger's previous public sector experience also includes serving as an Assistant U.S. Attorney in the District of Minnesota, where he prosecuted numerous criminal cases in federal court and argued appeals to the U.S. Eighth Circuit, and as an Assistant U.S. Attorney in the Eastern District of New York, where he prosecuted white collar and organized crime cases, including a $750 million international money laundering case.

Mr. Luger earned his law degree from Georgetown University Law Center and his undergraduate degree from Amherst College.
