Kevin B. Hart joins Jones Day's Antitrust & Competition Law Practice in Washington

Kevin B. Hart, the former Acting Co-Director of Litigation for the Antitrust Division at the U.S. Department of Justice (DOJ), has joined the Firm as a partner in the Antitrust & Competition Law Practice. Mr. Hart will be based in the Washington Office.

Mr. Hart has served as a criminal trial attorney and litigation supervisor at the DOJ's Antitrust Division for more than 23 years, including posts as Special Assistant to the Directors of Enforcement, Assistant Chief, and his most recent role as Acting Co-Director of Litigation. During this time, he has supervised the Antitrust Division's broad litigation and trial strategies, directly managed criminal litigation matters across all sections, and implemented policy priorities through litigation strategies. He also first-chaired, supervised, and led multiple federal criminal trials involving allegations of bid-rigging, price-fixing, fraud, tax evasion, and obstruction of justice across various industry sectors including financial services, banking, pharmaceutical, automotive, labor, oil and gas, shipping, and real estate.

"Kevin has an exceptional understanding of how federal antitrust regulators approach enforcement actions and a wealth of litigation experience under both Republican and Democratic presidential administrations," said Craig Waldman, Co-Leader of the Antitrust & Competition Law Practice. "This perspective will enable him to provide our clients with important legal insights that shape their antitrust compliance and litigation strategies. We are delighted to welcome him to our practice."

At Jones Day, Mr. Hart joins a globally integrated Antitrust & Competition Law Practice, which has successfully represented clients in many of the most challenging and complex antitrust matters, including transactions, investigations, litigation, and compliance counseling. The practice includes a network of lawyers in more than two dozen business centers worldwide, providing clients with depth in all areas of antitrust law across the United States, Europe, and Asia Pacific.

"Kevin has served the U.S. government admirably and successfully for more than two decades, including significant involvement in many of the department's high-profile trials, prosecutions, and other enforcement actions," said Noel Francisco, Partner-in-Charge of the Washington Office and the former Solicitor General of the United States from 2017-2020. "His addition to our Antitrust & Competition Law Practice further strengthens our ability to counsel clients on the most complex antitrust matters in the United States and around the world. I am pleased to welcome him to the Firm and to our team here in Washington."

Mr. Hart also has prior career experience as Senior Counsel in the Division of Enforcement for the Securities and Exchange Commission (SEC), where he led several civil SEC investigations in the financial services and insurance industries involving allegations of fraud, market manipulation, insider trading, and the sale of unregistered securities.

"Jones Day has top-tier antitrust litigation practices with the depth of experience to effectively counsel clients," said Mr. Hart. "I look forward to complementing the Firm's outstanding capabilities with the experience I gained in federal trials, and while overseeing complex investigations while working at the Department of Justice and SEC."

Mr. Hart earned his law degree from Albany Law School of Union University and his undergraduate degree in history from Dickinson College. He is a former member of the executive committee of the New York State Bar Association's Antitrust Section.
