Dr. Qiang Xue was one of the first antitrust lawyers practicing in China and was involved in drafting the Anti-Monopoly Law of 2007. He represents clients in all aspects of antitrust law, including government investigations, merger reviews, and private litigations. In addition to extensive experience regarding China Anti-Monopoly Law, Qiang regularly advises Chinese companies on overseas antitrust and government regulation matters, especially antitrust investigations in other major jurisdictions.
From 2006 to 2014, Qiang held various positions in the National Development and Reform Commission of China (NDRC), the predecessor of the State Administration for Market Regulation of China (SAMR). As deputy director of the NDRC Bureau of Price Supervision and Anti-Monopoly, he was responsible for anti-monopoly regulations and rules. During this time he led many high-profile antitrust investigations across numerous sectors, including telecommunications, pharmaceuticals, e-commerce, insurance, and banking. Qiang also had an active role in international cooperation between China and other countries regarding antitrust and competition issues and was seconded by NDRC to the Directorate-General for Competition of the European Commission and the Fair Trading Office of the United Kingdom in 2011 and 2012. He also worked in Jones Day's Washington, D.C. antitrust practice and government regulation practice (economic sanctions, Committee on Foreign Investment in the United States [CFIUS], and export control) before returning to Beijing in 2017.
Qiang has published articles on competition law and is a frequent speaker at international conferences. Qiang is also an adjunct professor at the University of International Business and Economics (UIBE) and an expert member of China Council for the Promotion of International Trade (CCPIT) and National Corporate Compliance Committee.
