Jones Day adds leading tax controversy lawyer Jennifer Breen in Washington
Jennifer Breen has joined Jones Day as a partner in its Tax Practice. She is based in the Firm's Washington Office. Ms. Breen represents domestic and multinational businesses, large partnerships, high-net-worth individuals, and family offices in tax controversy and IRS administrative matters.
Ms. Breen has decades of experience across government service, a Big Four public accounting firm, and an in-house role as director of tax controversy for a large multinational corporation, giving her a broad perspective on tax issues from multiple vantage points. Her practice covers all aspects of tax controversy and litigation, including managing IRS audits, presenting protests in IRS Appeals, and litigating matters before the United States Tax Court and other federal courts. She also advises clients on filing and compliance matters, voluntary disclosures, interest issues, penalty abatement actions, IRS requests and summonses, enforcement proceedings, and joint defense agreements. Before returning to private practice, Ms. Breen served as an attorney with the IRS Office of Chief Counsel's National Office and as an in-house tax controversy leader at Mattel.
"Jennifer is a key addition to Jones Day's Tax Practice and to the Firm," said Joe Goldman, co-leader of Jones Day's Tax Practice and Partner-in-Charge of Europe. "Her practice sits at the intersection of sophisticated tax controversy, regulatory uncertainty, and complex business decision-making. She brings the judgment of a lawyer who has worked inside the IRS, inside a major multinational corporation, and in private practice. That combination will be highly valuable to clients confronting high-stakes tax issues that require practical strategy, technical depth, and disciplined advocacy."
At Jones Day, Ms. Breen joins a global Tax Practice offering the full spectrum of tax disciplines — including transactional tax planning, tax counseling, and tax controversy and litigation. She will be a strong fit among the Firm's internationally recognized tax litigators.
"Jennifer's arrival is an important addition to our Washington Office," said Noel Francisco, Partner-in-Charge of Jones Day's Washington Office. "Her experience with the IRS, Treasury-related processes, and federal tax controversy is a natural fit for Washington and for the clients we serve. Her ability to advise on tax decision-making under legal and regulatory uncertainty and to craft modern IRS controversy strategy will complement Jones Day's integrated approach to helping clients manage tax risk and make business decisions with clarity and confidence."
"This is an exciting opportunity," said Ms. Breen. "My work often requires coordination across tax, litigation, regulatory, appellate, transactional, government-facing, and industry-focused teams, particularly where clients are navigating unsettled law, IRS controversy, and business decisions that must be made in real time. Jones Day's commitment to teamwork across offices and practices will allow me to bring together the right colleagues for each client issue, deepen existing relationships, and create new opportunities to deliver integrated, practical, and strategic advice to clients facing complex tax challenges."
Ms. Breen is recognized by Lawdragon's 500 Leading Global Tax Lawyers, International Tax Review's World Tax Guide, Chambers High Net Worth, Chambers USA, The Legal 500 US, and The Best Lawyers in America. She is a Fellow of the American College of Tax Counsel, a member of the J. Edgar Murdock Inn of Court Council, a Director of the American Bar Association Section of Taxation, and Director and Treasurer of the Washington DC Center for Public Interest Tax Law.
