吴一尘律师从事反垄断与竞争法的各项业务,包括国际并购审查、反垄断政府调查与执法、反垄断咨询与合规。在2017年加入众达之前,吴律师曾在一家国际知名的美国律所的华盛顿办公室从事近四年的反垄断业务。除反垄断业务之外,吴律师亦曾代表客户处理多起重大跨境争议解决以及海外政府监管与调查案件。

吴律师代表客户处理整个兼并收购过程中所产生的反垄断问题,范围涵盖并购前的法律咨询及各国监管部门的深度反垄断审查,涉及的行业涵盖农业、制造业、生物技术、半导体与电子通讯、基础设施与交通运输、能源与自然资源、以及互联网平台。吴律师在众达处理过众多并购前反垄断申报,包括赛峰公司以87亿欧元收购卓达宇航、泰国国家石油公司以40亿欧元收购Allnex、嘉能可对高鸿30亿美元的收购、以及维美德和耐莱斯的合并。吴律师还曾代理客户处理了一系列国家市场监督管理总局的反垄断调查,涵盖半导体、在线音乐、汽车制造等诸多行业。此外,他还有多起代理中国客户的海外公司或海外客户的中国公司进行内部合规调查并提供相关法律意见的经验。

在加入众达之前,吴律师在华盛顿工作多年,曾经参与代理中国某药企向美国第二巡回法院就维生素C民事反垄断案件提出上诉、代理交互数字公司Inter Digital应对与中国某电信公司的反垄断诉讼及中国国家发改委的调查、同时代理数家金融机构及其高管应对美国及欧盟的外汇卡特尔调查。除协助客户配合中国、美国、欧盟、日本、韩国等国反垄断部门的经营者集中审查和反垄断调查,吴律师的经验亦包括多宗同时涉及反垄断法和知识产权法交叉领域的前沿案件、美国《海外反腐败法》(FCPA)违规的内部合规及政府调查工作、协助各类公司获得美国的外商投资国家安全审批、以及处理由政府管制(出口管制与经济制裁、数据安全于隐私保护等)而引发的各类监管问题。

吴律师是北京市市场监督管理局反垄断委员会的专家,并经常在由政府机构组织的各类会议上发表演讲,也经常就中国的反垄断法发表相关文章。吴律师在2023年被《法律500强》评定为“明日之星”并在2024年被《商法》杂志评定为“律师新星”。
