As leader of the Firm's German Government Regulation Practice, Dr. Holger Neumann has, for more than 20 years, advanced client interests by providing regulatory counsel before government agencies and representation in the administrative courts. His agency litigation experience includes cases before national German administrative courts, appellate courts, and the German Supreme Administrative Court (Bundesverwaltungsgericht) and extends to European courts, including the Court of Justice of the European Union (CJEU).

Holger's practice focuses on regulated industries: telecommunications, media, and technology; transportation (in particular aviation); and environmental regulation.

Holger's recent representations illustrate the breadth of his regulatory practice. He represented satellite operators on spectrum issues, and he assisted providers of telecommunications and OTT (over-the-top) services in international projects and advised on regulatory implications of IoT (internet of things) services, including technical regulation of drones and autonomous vehicles. He advises on procedures before the German Telecommunications Regulatory Authority (Bundesnetzagentur) on market regulation, notification obligations, telecommunications privacy and data protection, lawful interception, and technical security of telecommunications.

In aviation law, Holger represents airlines against airport authorities concerning airport fees and advises on the liberalization of the European air transportation sector. In environmental law, Holger's practice covers contamination issues, waste and chemical law, and occupational and product safety regulations.
