Spécialisé en droit public des affaires, Pierre Barthélemy intervient notamment sur les problématiques de commande publique et, en particulier, sur la passation, le financement et l’exécution de marchés publics (en ce compris les marchés de partenariat ou contrats de partenariat), de concessions (délégations de service public, affermages, etc.) et de contrats complexes (BEA, AOT, etc.). Il conseille des opérateurs privés, des prêteurs (banques) ou des pouvoirs adjudicateurs/entités adjudicatrices.

Pierre Barthélemy accompagne aussi les entreprises françaises et internationales en matière de régulation des activités économiques. Son activité couvre notamment la régulation sectorielle nationale et européenne dans les secteurs de l'énergie (électricité et gaz, production, fourniture, transport, stockage, distribution) et des transports (ferroviaire, routier, services réguliers ou occasionnels). Elle couvre aussi les opérations commerciales et transactionnelles : contrôle des investissements étrangers en France et en Europe (demandes d’autorisations, de rescrits, etc.), des exportations-importations et des investissements dans des pays sujets à sanctions françaises ou internationales. Il intervient également en matière de privatisation.

Il s’implique aussi sur les problématiques de domanialité publique, notamment en lien avec des activités économiques, et d’urbanisme (montages complexes, expropriation, permis de construire).

Il pratique aussi bien le conseil que le contentieux devant les juridictions administratives et constitutionnelle.

Avant de rejoindre Jones Day, Pierre Barthélemy a exercé au sein d’un cabinet français.
