Caisse des dépôts et consignations invests in "Fiber to Home" project

Jones Day advised the Caisse des dépôts et consignations (Banque des Territoires) in connection with its investment in a "Fiber to Home" public-private partnership project comprising the design, financing, construction, commercialization, operating, and maintenance of very high speed broadband in the territory of the Haute-Garonne under a public concession scheme. The contract was entered into with the company "Fibre 31" for a duration of 25 years. The closing of the financing plan allowed to mobilize €298 million of bank debt and contributions in equity of shareholders, which will come in addition to State participations for a total investment carried by Fiber 31 over the duration of the DSP estimated at €516 million. Fibre 31’s shareholders are Altitude THD Infrastructure (50%), the Caisse des dépôts et consignations (25%), and Marguerite (25%). The project is funded by a pool of seven lending entities. The fiber optic network will be deployed in nearly 280,000 homes, public institutions, and companies in Haute-Garonne by 2022.
