Last week, Chief Judge Ruschke made the attached presentation to the International Intellectual Property Association. Chief Judge Ruschke emphasized that IPR filings appear to be leveling off and that the PTAB does not invalidate patents at a rate as high as commonly believed. The presentation is data driven, and has useful information about institution rates broken down by type of proceeding and technology area.
