Pro bono client secures favorable result before DCHA

Jones Day associate Tim Huether and partner David Torborg assisted a pro bono client, L. D., in obtaining housing assistance through the Housing Choice Voucher Program ("HCVP"). The District of Columbia Housing Authority ("DCHA") initially denied L. D.'s voucher on the basis that he allegedly was not eligible to participate in the HCVP. In researching and evaluating the DCHA's decision to deny eligibility, Jones Day discovered that the DCHA's putative basis for denial was procedurally improper and substantively inconsistent with governing District of Columbia law. After Jones Day set forth these challenges in a detailed pre-hearing memorandum to the DCHA and hearing officer, the parties resolved their differences shortly before a scheduled hearing.

In September 2019, L. D., who had been experiencing homelessness, utilized a HCVP voucher to move into his first home in over a decade.

The case was referred to Jones Day by the Washington Legal Clinic for the Homeless.
