Jennifer Breen advises clients on their most challenging federal tax matters, including partnership tax, tax administration, regulatory guidance, and high-stakes disputes with the Internal Revenue Service (IRS).
Drawing on experience in the national office of the IRS Office of Chief Counsel, as in-house tax controversy counsel for a Fortune 500 company, in the national office of a "Big Four" accounting firm, and in private practice, Jennifer develops practical solutions to tax issues where technical tax law, administrative process, and litigation strategy intersect. Her experience across government, industry, public accounting, and private practice enables her to integrate legal, administrative, accounting, and business considerations into a unified strategy.
Her practice includes representing multinational businesses, large partnerships, and high-net-worth individuals in IRS examinations, appeals proceedings, administrative guidance matters, and litigation before the U.S. Tax Court and other federal courts.
As an attorney in the IRS Office of Chief Counsel, Jennifer advised the IRS on technical and administrative matters, represented the agency in litigation, and authored guidance, providing insight into how Treasury and the IRS develop and issue guidance and administer the federal tax laws.
At Mattel, Jennifer managed the company's U.S. federal, international, state, and local tax controversy matters, providing valuable insight into the legal, business, and commercial considerations that shape client decision making.
While in PwC's national office, Jennifer advised multinational businesses on domestic and international tax matters, gaining an understanding of the accounting, financial reporting, and compliance considerations surrounding significant tax matters.
Jennifer is a Fellow of the American College of Tax Counsel.
