David DeVito is the former Deputy Chief of the Civil Division in the United States Attorney's Office for the Northern District of California, where he led the office's Affirmative Civil Enforcement (ACE) Unit. With years of experience investigating and litigating cases involving the federal False Claims Act (FCA), Anti-Kickback Statute (AKS), Stark Law, Controlled Substances Act (CSA), and other regulatory matters, David brings exceptional skills and knowledge to clients facing government investigations and enforcement actions.

David's practice is informed by his years of service as an Assistant United States Attorney, where he was lead counsel for the government in a variety of matters, primarily involving the health care and life sciences sectors. David has handled dozens of major investigations and litigations involving health plans, hospitals, pharmaceutical manufacturers, physicians, medical device manufacturers, pharmacies, technology companies, government contractors, recipients of federal loans and grant funds, as well as a variety of other government enforcement actions.

As the head of the ACE Unit, David was responsible for a full range of matters involving the FCA and civil financial fraud. He handled and supervised groundbreaking matters that resulted in millions of dollars in recoveries for the government. David's work involved regular coordination with many federal agencies, including the FBI, HHS-Office of Inspector General, Centers for Medicare & Medicaid Services (CMS), Drug Enforcement Agency (DEA), Food and Drug Administration (FDA), Small Business Administration (SBA), Tricare (uniformed services health care program), and state Attorney General Offices.
