Julien Reidy has more than 20 years of experience helping clients procure and close major public infrastructure projects globally. For the past decade in Southeast Asia, his practice has focused on energy (power, renewables, water) and transport (ports, airports, roads, rail) projects.
Julien has worked across all sides of major infrastructure projects in the United Kingdom, Europe, the Middle East, Africa, and Asia, including, in particular, Singapore, the Philippines, Indonesia, Japan, and Brunei. He has advised governments, sponsors, contractors, lenders, multilaterals, and sovereign guarantors. Julien's practice includes public-private partnership (PPP) projects, and he has acted on many of Southeast Asia's most significant PPP projects.
Julien is a member of the Asia branch of the International Project Finance Association and is recognized in various legal and business directories for his work across the areas of energy and infrastructure projects including IFLR1000, Asia Pacific Legal 500, and the International Who's Who of Business Lawyers. He is a lecturer on project finance at the Singapore Management University School of Law.

The following represents experience acquired prior to joining Jones Day.
Advised the Singapore government on the multibillion dollar SportsHub national stadium project, the world's largest sports infrastructure public-private partnership (PPP) project, which earned Project Finance's "Global Deal of the Year" for 2010.
Advised ADB/commercial banks on the Mactan-Cebu Airport PPP/BOT project, the second largest airport in the Philippines and the first PPP/BOT project under the current PPP/BOT program to successfully close in the Philippines on a project finance basis.
Advised JGC, KBR, and Chiyoda Corporation on the construction of the US$34 billion Ichthys LNG project near Darwin, Australia (Project Finance's "Asia-Pacific Multisourced and Global Deal of the Year" for 2012 and Asian Legal Business' "Japan Energy & Resources Deal of the Year" for 2013 and 2014). Julien's role related to the tender, negotiation, and execution of major, multibillion dollar onshore construction contracts for this major energy project.
Advised Sembcorp Utilities as principal sponsor of the US$1 billion Salalah independent water and power project (IWPP) in Oman, which was recognized as Asian-MENA Counsel's "Deal of the Year" for 2010.
Advised the Indonesia Infrastructure Guarantee Fund (IIGF) on the development of the multibillion dollar Sumsel 9 and 10 mine mouth coal-fired independent power projects.
Advised PLN on the multibillion dollar 2 x 1000 MW Java 7 Independent Power Project (IPP) which closed in 2016 in Java, Indonesia.
Advised Rio Tinto in respect of its engineering, procurement, construction, and management (EPCM) arrangements for the multibillion dollar Oyu Tolgoi mine project in Mongolia.
Advised Singapore Cooperation Enterprise (in conjunction with the World Bank) on the Bandar Lampung water treatment and distribution PPP, the first water PPP under the current PPP regulatory framework in Indonesia.
Advised APM Terminals on its bid for the Davao Sasa Port PPP/BOT project in the Philippines.
Advised the government of Brunei in the development and implementation of its privatization master plan, from inception and preparation through to implementation.
Advised Singapore Cooperation Enterprise and the Philippines Department of Transport and Communications (DOTC) on the Puerto Princesa International Airport and capacity building training for senior government officials on PPP / BOT projects in the Philippines.
Advised the mandated lenders to a consortium led by Itochu Corporation as bidder for the 6th IP waste to energy project in Singapore.
Advised a consortium of lenders to an international bidder (Hyflux) for the Barka and Sohar Independent Water Projects (IWPs) in Oman.
Advised the Mauritian government, Singapore Cooperation Enterprise, and Aurecon (Singapore) on the Mauritius Light Rapid Transit (MLRT) project.
Advised bidders on the Changi Newater I and Changi Newater II bulk water PPP projects in Singapore.
Advised a consortium, including Leighton Holdings and Singapore Technology Engineering (STE), on their bid for the Tuas Desalination PPP project in Singapore.
Advised International Finance Corporation and the Philippines Department of Public Works and Highways on the Ninoy Aquino International Toll Expressway PPP/BOT project, the first PPP/BOT project to be successfully signed in 2013 under the Aquino Administration's PPP/BOT program.
Advised PT SMI on the feasibility arrangements for the Makassar Port Project in Indonesia.
Advised PT SMI on the feasibility arrangements for the SHIA Jakarta Airport rail link PPP project.
Advised a major Japanese trading house (Sojitz Corporation) on an Asia-Pacific Airport concession (landside) PPP project.
Advised a major Japanese trading house on the restructuring of an existing bulk water concession project in Africa.
Advised FirstGroup (UK) in respect of various train operating franchises and rail projects in the UK and Europe.
Advised KBR and Carillion as sponsors of the multibillion dollar Allenby & Connaught defence accommodation project in the United Kingdom, the world's largest accommodation based PPP Project.
Advised the United Kingdom Ministry of Defence on the multi-billion dollar Skynet V military satellite project, the first satellite globally project to be procured on a PPP basis.
Advised Kier Group and Dexia Bank on various education / schools infrastructure projects including the London Borough of Waltham Forest Grouped Schools PPP Project and the Sheffied Schools PPP Project.
Advised Carillion as sponsor of the Great Western Hospital PPP Project in the United Kingdom.
Advised RBS as lead senior lender to the sponsors for the John Radcliffe PPP Hospital Project in Oxford, United Kingdom.
