Jones Day represented Pacific Bell (now AT&T Inc.) in seeking an injunction on federal preemption grounds against compensation requirements by the California Department of Transportation for access to public rights-of-way. Pacific Bell brought a federal suit challenging this compensation requirement as preempted by section 253 of the Telecommunications Act of 1996.
