Jones Day advised the Government of Mauritius in conjunction with Aurecon Singapore, SMRT, and Singapore Cooperation Enterprise on the licensing and regulatory aspects of the development and operation of the Metro Express project, the first light rail network in Mauritius. Jones Day's involvement included drafting, preparing, reviewing, and finalizing the rail operating license issued to the private sector operator of the light rail network. The Jones Day team also drafted and prepared key rail legislation enacted in Mauritius to address operational and safety aspects of this new light rail project, to address impact on existing road rules, tariff / fare arrangements, governmental rail regulation and related operational rail matters. This work on operational licensing and new rail legislation was carried out by the Jones Day team as a follow up to the initial work done by the team on the successful tender and procurement by the Government of Mauritius of the underlying Metro Express project.
