Hashim Mooppan returns to Jones Day as partner in Issues & Appeals Practice in Washington

The global law firm Jones Day has announced that Hashim Mooppan has rejoined the Firm's Issues & Appeals Practice, as a partner in its Washington Office.

Mr. Mooppan returns to Jones Day after serving in leadership positions within the two most significant appellate offices in the U.S. Department of Justice from 2017-2021. He was most recently Counselor to the Solicitor General and previously served as Deputy Assistant Attorney General for Civil Appellate. During his four-year tenure at the Justice Department, Mr. Mooppan supervised the most significant appellate litigation in which the federal government participated, with a particular focus on separation of power issues and constitutional challenges.

"Hash is an experienced appellate litigator and legal strategist who has argued four cases in the U.S. Supreme Court and dozens more in the lower federal courts, including numerous en banc arguments in various circuit courts of appeals," said Traci L. Lovitt, who leads Jones Day's Issues & Appeals Practice. "His appellate experience, exceptional legal acumen, knowledge of the Department of Justice, and insights into the federal judiciary throughout the country will be a tremendous asset to our clients worldwide. We are pleased to welcome him back to Jones Day."

Mr. Mooppan was a partner in Jones Day's Issues & Appeals Practice from 2015-2017 and an associate from 2007-2014. He was named one of Law360's Rising Stars for Appellate Law in 2015. He will work with the Firm's clients to develop legal strategies throughout the country, and will advocate in U.S. appellate courts and the U.S. Supreme Court on appeals involving complex commercial litigation and constitutional challenges.

"Hash was relied upon throughout the Justice Department for his tremendous legal judgment and his innovative approaches to complicated matters involving the most important cases facing the federal government," added Noel J. Francisco, Partner-in-Charge of Jones Day's Washington Office, and former U.S. Solicitor General. "His arrival at our office here in Washington further strengthens our group of premier appellate lawyers serving clients around the world and we are delighted that he has rejoined our team."

Mr. Mooppan graduated magna cum laude from Harvard Law School and earned his undergraduate degree from Harvard College. He was a Law Clerk to the Hon. Antonin Scalia, Associate Justice on the U.S. Supreme Court, and the Hon. J. Michael Luttig, Judge on the U.S. Court of Appeals for the Fourth Circuit.
