J.R. Hand represents clients before the Federal Energy Regulatory Commission (FERC) in administrative litigation involving interstate oil and gas pipeline rates and tariffs. He counsels clients regarding regulatory requirements at FERC for developing new or expanded oil and gas pipelines. He helps clients with oil and gas commercial agreements, such as transportation services agreements, capacity leases, acreage dedications, gathering agreements, and operational agreements, as well as agreements for the purchase and sale of hydrocarbons. J.R. also counsels clients on regulatory compliance and oil and gas commercial agreements in the context of mergers and acquisitions in the oil and gas industry.
