Courtney Carrell represents health care providers in regulatory, compliance, operational, and transactional matters. She advises clients on Medicare and Medicaid billing rules and conditions of participation, False Claims Act and Anti-Kickback Statute compliance, and privacy and data security matters involving HIPAA and international privacy laws. She also counsels clients on the legal implications of structuring and forming health care business relationships, including academic affiliations and international collaborations, particularly in the digital health and telemedicine sectors.

Having recently served as in-house counsel for a major nonprofit health system, Courtney understands the legal issues health care providers are facing. While she was in-house, Courtney provided legal advice on significant compliance and operational matters, including internal investigations, billing and coding, recovery audit contractor (RAC) and Office of Inspector General (OIG) audits and appeals, pharmacy and 340B, patient consent, discharge planning, 501(r) financial assistance policies, telemedicine, and privacy matters.

Before her legal career, Courtney worked for the UCLA Jonsson Comprehensive Cancer Center, where she oversaw the submission of major grants, including the National Cancer Institute Cancer Center Support Grant. She also supported and advised on the formation of the university's Embryonic Stem Cell Research Oversight Committee.

Courtney is a co-host of Jones Day Talks Health Care & Life Sciences, a podcast covering issues of interest in health law, and an advocate for patients with rare diseases. She is a member of the American Health Lawyers Association and the State Bar of Texas Health Law Section.
