Bill served as chief counsel and staff director for the House Ethics Committee of the U.S. House of Representatives from January 2006 through August 2008. In that position, he managed the committee's investigative and oversight responsibilities and coordinated ethics education and training by committee staff. He also spoke at conferences and seminars on congressional ethics issues, including the Honest Leadership and Open Government Act. He is the author of "If Congress Calls, Know the Rules," (Legal Times, 2009), and he continues to advise clients in responding to congressional and related investigations.
