Pete Garvin has more than 20 years' experience in counseling and litigation relating to United States and international government procurements, including contract award and administration, bid protests, DCAA audits, claims, cost accounting, defective pricing, delays and differing site conditions, patents and data rights, contract terminations, GSA Supply Schedules, FCPA, FMS, ITAR, security clearances, Exon-Florio, M&A due diligence, joint ventures, teaming agreements, and prime/subcontractor disputes. A substantial portion of his practice involves resolution of contract disputes and representation of contractors in connection with federal investigations and related civil fraud and qui tam litigation and debarment proceedings. Pete also conducts internal investigations and compliance reviews and works with clients to improve corporate compliance policies and programs.
Pete is a member of the District of Columbia Bar (Government Contracts and Litigation Section). He is a past chairman of the ABA Committee on Public Contracts, Section of Administrative Law and Regulation Practice. He often lectures before industry on procurement integrity and compliance issues.
