Philippe Delelis practices public law. His work includes public-private partnerships, public procurements and concessions, deregulation, public land, and public finance.

In the field of public contracts, Philippe works for administrations and private companies. He is extremely knowledgeable in public procurement proceedings and performance and regularly provides assistance to public concessions with respect to the industries that deliver goods and services to the state or to local public authorities, both as counsel and in administrative litigation. He is deeply involved in new types of public infrastructures financing and has published numerous articles on public contracts law.

As a former civil servant, Philippe is very familiar with the regulatory laws in France. He has handled the problems associated with deregulation of public services and utilities networks, such as electricity, gas, and telecommunications. He also has significant experience in public property law, public financial law, and public privatizations.

Philippe served in various high-profile positions in public service (Ministry of Finance, Ministry of Interior, Ministry of Transportation, Ministry of Industry) until he started his career as a private practice lawyer in 1998. He joined Jones Day in 2004.
