Kevin Lyles co-chairs Jones Day's health care practice and oversees the Firm's privacy and data security practice. He practices in the areas of health care, outsourcing, privacy and data security, and technology transactions. Representative clients include Bon Secours Health System, ProMedica Health System, Capital Blue Cross, Cleveland Clinic Foundation, Community Health System, Loyola University Health System, MedStar Health, and Pfizer.
Kevin has more than 15 years' experience in health care mergers and acquisitions, concentrating in hospital change in control transactions. He has led transaction teams involving dozens of hospitals, including nonprofit and proprietary companies as well as academic medical centers. Kevin also has considerable experience in structuring physician relationships with hospitals and organizing physician/hospital joint ventures, academic medical center relationships, organizing ambulatory surgery and imaging centers, fraud & abuse and Stark Law compliance, and e-health and technology matters. He has represented health systems, academic medical centers, hospitals, nursing homes, assisted living facilities, health plan sponsors, physician organizations, health insurers and managed care companies, pharmaceutical manufacturers, and medical device companies.
Kevin is also an experienced outsourcing lawyer, concentrating in customer side transactions for health care and financial services companies. His practice includes business process outsourcing and information technology outsourcing, with significant global and offshoring experience. His recent experience includes the outsourcing of HR, information technology, finance & accounting, and benefit plan administration services.
Kevin is also experienced in privacy and data security matters, including cross-border data transfers, responding to data security breaches, privacy policies, electronic marketing and telemarketing, and compliance with regulatory requirements, including the CAN-SPAM Act, the EU Data Protection Directive, HIPAA, FACTA, and the Gramm-Leach-Bliley Act.
Kevin's technology transactions practice includes complex hardware and software systems acquisitions, development and licensing, ASP remote processing services, and e-business counseling, including Web site development and electronic contracting. He is experienced in legal issues relating to telemedicine and health care Web sites and the implementation of electronic health records systems and regional health information organizations (RHIOs).
Kevin is a member of the American Health Lawyers Association and participates in its Hospitals and Health Systems and Health Information and Technology practice groups. Kevin serves as co-leader of the Electronic Health Records Affinity group of the Health Information and Technology practice group of the American Health Lawyers Association. He is a member of the Columbus Bar Association and has served on the advisory boards for the Healthcare Outsourcing Congress, the Privacy2000 conference series, and MD Net Guide. He is an author and frequent lecturer on health care law, outsourcing, and privacy. He is profiled in The Best Lawyers in America, The Legal 500, and Who's Who in American Law and has been recognized in Ohio Super Lawyers.
