October 2017

The global law firm Jones Day has announced that Frank J. Jackson has joined the Firm as a partner in its Tax Practice and will be based in New York.

Mr. Jackson represents large corporations, financial institutions, professional services firms, and high-net worth individuals in civil tax controversies, administrative appeals, and trials in the United States Tax Court and United States District Court.

Mr. Jackson's previous experience includes a position as a trial lawyer and national tax shelter project lawyer with the IRS Office of Chief Counsel in Manhattan, where he represented the IRS in the United States Tax Court and advised revenue agents and revenue officers in diverse tax matters.

"Frank is the third partner to join our global tax controversy team in 2017," said Edward T. Kennedy, who co-leads Jones Day's Tax Practice. "His extensive tax controversy and trial experience make him a great addition to what is already an outstanding practice. We look forward to working with Frank in the years to come."

Since leaving the IRS, Mr. Jackson's substantial private sector experience includes representing multinational corporations in IRS examinations and administrative appeals and representing a national accounting firm in a federal grand jury investigation relating to the marketing and reporting of tax shelter transactions. He has advised numerous clients in their efforts to become compliant with tax laws through voluntary disclosure initiatives, and he has defended clients against criminal tax fraud investigations. Mr. Jackson also has significant experience advising investment advisors and funds on federal tax matters.

"Frank's years of service as a trial attorney in the Office of Chief Counsel give him valuable insight into the IRS's approach to litigation, settlements, and compromises," said Wesley R. Johnson, Partner-in-Charge of Jones Day's New York Office. "He brings us experience that will be of benefit to clients across a variety of industry sectors."

A member of the Massachusetts, New York, and Tennessee bar associations, and the American Bar Association's Section of Taxation, Mr. Jackson speaks regularly at tax law conferences and has written about tax issues pertaining to voluntary disclosure programs and taxpayer rights.
