Graham Holden advises electric utilities, chemical companies, and cement manufacturers in the interpretation, administration, and enforcement of environmental regulatory laws, including but not limited to those that govern the quality of air, water, and soil and the treatment, storage, and disposal of solid and hazardous waste. He also represents clients in administrative proceedings concerning the administration and enforcement of federal and state Superfund laws. Furthermore, he assists clients in the application, negotiation, and adjudication of environmental-related permits. His practice concentrates on the Clean Air Act and related state air quality laws, advising clients on issues pertaining to compliance with and enforcement of such laws. In addition, he advises clients on the creation of new air quality laws and related regulations.
Graham is a member of the State Bar of Georgia (Environmental and Real Property Law Sections), The Florida Bar (Environmental and Land Use Law Section), the American Bar Association (Administrative Law and Natural Resources Law Sections), the Air & Waste Management Association, and the Environmental Law Institute. He has been selected as one of "America's Leading Lawyers in Business" by Chambers & Partners USA Guide for 2006 and is listed in Who's Who Legal (2007).
