Clark Downs is a senior member of the Firm's energy delivery and power practice. His practice is concentrated on North American electricity markets and related areas of state and federal regulation of rates and competition and includes administrative and appellate litigation, counseling, and agency practice before specialized agencies (e.g., FERC, the SEC, and USDOJ) where rate and competition policy issues arise. He has especially broad experience in dealing with the federal regulation of mergers and acquisitions and with the full range of traditional utility rate and other regulatory issues. Representative clients in recent public matters include American Electric Power Company, Oklahoma Gas and Electric Company, Public Service Company of Colorado, and Southwestern Public Service Company.
Clark is a member of the American Bar Association (council member and chair, Electricity Committee, Public Utility, Communications and Transportation Law Section) and the Energy Bar Association (former member of the board of directors and former delegate of EBA to the ABA). He is a Fellow of the American Bar Foundation.
Clark frequently speaks on energy-related subjects. He is listed in The Best Lawyers in America, The World's Leading Lawyers, America's Leading Business Lawyers, and in other publications that recognize the world's leading energy lawyers. He regularly appears before the Federal Energy Regulatory Commission and before state public service commissions.
